Tanzania moves to establish Dar es Salaam Metropolitan Authority

Dodoma. The government has begun harmonising proposals for the establishment of the Dar es Salaam Metropolitan Authority, in a move aimed at improving coordination of public services and addressing urban development challenges that cut across municipal boundaries.

Deputy Minister in the Prime Minister’s Office (Regional Administration and Local Government – PMO-RALG), Festo Dugange, told Parliament on Thursday, October 29, 2026, that technical assessments and consultations had been conducted to determine the appropriate structure and legal framework for the proposed authority.

Responding to a question from Kigamboni MP Haran Sanga during the Fifth Meeting of the 13th Parliament, Mr Dugange said the government was reviewing proposals to establish an institution responsible for coordinating issues affecting more than one municipal council.

The authority is expected to oversee cross-cutting matters, including urban planning, transport, infrastructure and public service delivery.

Mr Dugange said the initiative was driven by Dar es Salaam’s rapid population growth and the need to strengthen cooperation among local government authorities in the region.

“The government is reviewing proposals to improve the administrative structure of Dar es Salaam through the establishment of the Dar es Salaam Metropolitan Authority, which will be responsible for coordinating cross-cutting matters affecting more than one municipality,” he said.

In a supplementary question, Mr Sanga urged the government to expedite the process, arguing that the city’s expanding population and economic activities required a coordinated management system.

He cited population projections indicating that Dar es Salaam could have more than 10 million residents by 2030, saying the anticipated growth made it necessary to establish an authority capable of addressing challenges beyond individual municipal boundaries.

Responding, Mr Dugange acknowledged Dar es Salaam’s growing importance as Tanzania’s commercial hub, noting that population growth, expanding economic activities and the movement of people between municipalities called for stronger coordination.

He said the government had commissioned an assessment of the proposed authority and consulted French consultancy SPIA Company Limited, which is working with a Tanzanian firm.

According to Mr Dugange, two technical documents have been prepared and are being harmonised into a single comprehensive proposal to guide the establishment of the authority.

“We have already started taking steps. First, we prepared an assessment of the most appropriate way to establish the Dar es Salaam Metropolitan Authority. We also conducted consultations with a French consultancy working with a Tanzanian company,” he said.

“We now have two documents, and the ongoing task is to harmonise them to produce one comprehensive proposal that will guide the establishment of the authority.”

However, Mr Dugange did not provide a specific deadline for completing the process, saying further steps would be taken after the reviews and necessary procedures had been concluded.

The proposed authority is expected to provide a framework for coordinating development planning and service delivery in areas where municipal responsibilities overlap, potentially improving the management of challenges affecting Dar es Salaam as a whole.
