Tanzania plans 100-year future for Dodoma government city

Dodoma. The government has reserved land for the future expansion of the Government City in Mtumba, with a master plan designed to accommodate Tanzania’s administrative needs for the next 100 to 200 years.

The plan is intended to ensure future governments do not have to relocate ministries and public institutions because of a shortage of office space as the population grows and demand for public services increases.

Minister of State in the Prime Minister’s Office (Policy, Parliament, Coordination and Persons with Disabilities), Prof Palamagamba Kabudi, said the current buildings were expected to meet the government’s needs for the next 25 to 30 years, with additional land set aside for future development.

He was speaking to journalists in Dodoma on Tuesday, October 27, 2026, while outlining preparations for the October 30 inauguration of the Government City infrastructure.

“We have built buildings that meet our current needs and those of the next 25 to 30 years. We have also reserved land for future generations, with plans and designs already in place to allow them to construct additional buildings,” he said.

Prof Kabudi said the master plan covered development over 100 to 200 years, enabling future governments to expand the administrative centre without relocating to another area.

He said additional land had been identified between Mtumba and the Chamwino State House area to accommodate future expansion.

The minister said the approach reflected the importance of planning for future generations rather than focusing solely on immediate needs.

He cited a visit to the United States, where he represented President Samia Suluhu Hassan at an inauguration involving African collections at a museum in New York. He said the institution had also reserved space for development over the next century.

The plans come as the government prepares to inaugurate 37 permanent buildings for ministries and public institutions, alongside 57.1 kilometres of tarmac roads in Mtumba.

Construction of the buildings had reached 99 per cent completion, with the remaining work involving furniture installation and final finishing, Prof Kabudi said.

The second phase of the Government City project began in October 2021. It comprises 24 buildings for ministries and 13 for government institutions.

Prof Kabudi said the phase had an estimated cost of Sh940.86 billion, of which Sh698.43 billion had been released by the time of the briefing.

The 57.1 kilometres of tarmac roads cost Sh110.5 billion and are expected to improve movement within the Government City and connect its different sections, he added.

The first phase began on November 28, 2018, and involved 23 temporary office buildings, the Office of the Attorney General and offices for the Tanzania Rural and Urban Roads Agency (Tarura). The government spent Sh39.39 billion on the phase.

Prof Kabudi said the temporary offices remained in use alongside the new permanent buildings.

He said bringing ministries and public institutions together in Mtumba would improve coordination, communication and service delivery while reducing the challenges associated with government offices operating from different parts of Dodoma.

The project forms part of Tanzania’s long-standing plan to relocate government operations to Dodoma, an ambition initiated under the country’s founding President, Mwalimu Julius Nyerere.

Prof Kabudi urged private investors to take advantage of emerging opportunities, particularly with the anticipated completion of Msalato International Airport, which is expected to improve access to Dodoma and attract more visitors.

He also pointed to the growth of areas such as Mtumba and Nzuguni, which were previously on the outskirts of Dodoma but are increasingly becoming part of the expanding city.

However, he said the investment would only benefit citizens if public servants improved their performance and accountability.

“Good buildings alone are not enough. We need better performance, work discipline and patriotism so that citizens can see the results of this investment through improved government services,” he said.

President Samia Suluhu Hassan is expected to officiate at the inauguration on October 30, 2026. The event will be preceded by fireworks and entertainment on the night of October 29.
