Computer fraud nearly triples as cybercrime rises in Tanzania

Dar es Salaam. Computer-related fraud cases nearly tripled in 2025, while offences targeting critical information infrastructure rose from two to 49, highlighting the changing nature of cybercrime in Tanzania.

The 2025 crime statistics report recorded 1,464 cybercrime offences between January and December, up from 1,281 in 2024, an increase of 14.3 percent.

Computer-related fraud recorded one of the sharpest rises, increasing from 137 cases in 2024 to 408 in 2025, a jump of 197.8 percent.

Offences involving critical information infrastructure rose from two to 49, while illegal data interference increased from 22 to 112 cases. Illegal system interference also climbed from 20 to 79 cases.

The report does not specify which infrastructure systems were affected or the financial losses linked to the offences.

Illegal interception cases increased from 160 to 210, while the publication of false information rose from 28 to 81. Unsolicited messages more than doubled, from 37 to 77 cases.

However, cyberbullying cases fell from 453 in 2024 to 213 in 2025, a decline of about 53 percent, showing that trends varied across different categories of cybercrime.

Inspector General of Police Camillus Wambura said crime prevention required cooperation among security agencies, citizens and other stakeholders.

“In order to prevent all sorts of crimes, the responsibility of preventing and combating crime should be a joint task of the police force, other security agencies, citizens and other stakeholders,” he said in the report’s preface.

Meanwhile, the Tanzania Communications Regulatory Authority (TCRA) launched its October 2026 campaign under the theme “Don’t Make It Easy for Cybercriminals”, focusing on data protection and reducing vulnerabilities through public awareness messages shared on traditional media, digital platforms and mobile phone networks.

TCRA director general Peter Mwasalyanda said the campaign aimed to improve public understanding of online risks. Cybersecurity expert Omari Andendekisye said public education could help people identify suspicious activity and protect personal information as the use of digital services expanded.

The report recommends stronger institutional cooperation and public education on cybercrime, including warnings about online risks and advice against sharing passwords.

It also calls for continued public education on the Cybercrimes Act, 2015, which was amended in 2023, and investment in modern police technology to monitor digital transactions, social networks and information systems.

The report further recommends updating police training curricula to reflect technological changes and emerging forms of crime, with greater emphasis on digital forensics and electronic evidence analysis.

Such measures, it says, would improve investigators’ ability to detect offences, preserve digital evidence and respond to increasingly complex cases.
