Arusha. The Public Procurement Appeals Authority (PPAA) has introduced a mobile application to enable tender bidders to lodge complaints and appeals against procurement decisions, aiming to reduce costs and speed up dispute resolution.

PPAA Head of Legal Services Agnes Sayi said the service is accessible through Tanzania’s National e-Procurement System (NeST), provided users have a smartphone and internet connectivity. Speaking on the sidelines of the Architects and Quantity Surveyors Registration Board (AQRB) Annual Conference 2026 in Arusha, she said the digital platform had simplified the submission and processing of procurement disputes.

“The module has significantly helped reduce costs, improve transparency and maintain records, while enabling us to process complaints and appeals within the time prescribed by law,” she said.

The system gives PPAA direct access to procurement documents, including tender notices, evaluation records and contract award notifications, eliminating the need to request them separately from bidders or procuring entities.

Under the applicable legal framework, the authority must issue decisions within 40 days of receiving a case. PPAA has also introduced video-conferencing to allow parties to participate in hearings remotely. Ms Sayi cited cases involving stakeholders from South Africa, Nigeria, India and Poland, as well as different parts of Tanzania.

She said the authority was seeking to integrate its complaints and appeals module with the court system to facilitate the transfer of documents when parties challenge its decisions at the High Court.

The integration is expected to reduce delays that could affect government projects, she added.

Ms Sayi urged bidders and other stakeholders to familiarise themselves with procurement laws and regulations to understand their rights and appeal procedures. PPAA decisions are also available on its website and social media platforms.

The conference, held on October 21 and 22, discussed professional standards and the future of the construction industry. AQRB Vice-Chairman Elias Kissamo said the board promoted professional excellence, public safety and digital transformation, while strengthening local expertise to support a competitive construction industry.

He said training institutions, professional associations and industry stakeholders had a key role in developing professionals needed to deliver Dira 2050.
