What new financial literacy rules mean for students

Dar es Salaam. Tanzania has introduced new guidelines requiring universities to teach students practical financial skills to help them manage their earnings, debts and living expenses after graduation.

The Guidelines for Integrating Financial Literacy in Tertiary and Higher Education Curricula in Tanzania, prepared by the Ministry of Education, Science and Technology, in partnership with the Bank of Tanzania (BoT), provide institutions with a framework for incorporating financial education into their teaching programmes. This comes as many graduates reportedly struggle to manage their starting salaries while meeting Higher Education Students’ Loans Board (HESLB) repayments, Pay-As-You-Earn (PAYE) taxes, rent and other daily living expenses as they enter the job market.

The introduction of the guidelines is intended to help address this gap by equipping students with the knowledge to make informed financial decisions before they leave college. The move marks a shift towards treating financial literacy as an essential graduate skill rather than an optional subject covered through occasional campus talks or other extracurricular activities.

According to the guidelines, the framework was developed to address “the absence of a standardised national framework for integrating financial literacy across tertiary and higher education curricula in Tanzania”. In practical terms, the guidelines seek to ensure that students acquire more than academic qualifications. They should also understand how to prepare budgets, manage earnings, save, borrow responsibly, meet tax obligations and protect themselves from financial fraud.

Permanent Secretary in the Ministry of Education, Science and Technology, Prof Carolyne Nombo, said the initiative responds to the need for practical financial knowledge among students in tertiary and higher education institutions.

“By embedding skills in budgeting, saving, borrowing, taxation, consumer protection, and safe digital usage, the document directly enhances graduate preparedness, employability, entrepreneurship, financial inclusion, and sustainable livelihoods,” she said.

The initiative comes as mobile money, electronic wallets and instant digital lending services expand access to financial services across Tanzania. While these technologies provide new opportunities to save, transact and access credit, they also expose users to risks when they lack the knowledge to assess financial products and borrowing obligations.

Governor of the Bank of Tanzania and Chairperson of the National Council for Financial Inclusion, Dr Emmanuel Tutuba, highlighted these challenges in the guidelines.

He observed that although financial technology had expanded opportunities for economic participation, it had also increased exposure to “over-indebtedness, fraud, unsafe digital practices, weak consumer awareness, and poor financial planning”.

“Integrating financial literacy into tertiary and higher education curricula is therefore both an education-sector priority and a financial-sector imperative,” he said.

The position reflects the shared responsibility of education institutions and financial regulators to prepare young people to participate safely and effectively in an increasingly digital financial system.

Economic analyst Jumaa Ambwene said graduates entering the job market without practical financial knowledge could be vulnerable to poor borrowing decisions and unsustainable spending.

“Bright young professionals frequently fall into severe debt traps through high-interest mobile lending apps simply because traditional degree programmes prioritised theoretical concepts over real-world money skills,” he said.

Education specialist, Dr Suphian Mmari said: “Higher learning institutions have historically treated personal financial health as an extracurricular interest rather than a vital life skill, and these guidelines finally provide academic leadership with a clear roadmap to reform course content, enforce practical assessment, and bridge the existing disconnect…,” he said.

To translate the policy into practice, the guidelines identify six core competency areas that students should develop.

These cover financial numeracy, understanding the financial system, personal money management, legal and contractual obligations, personal financial protection, and the safe use of financial technology.

The framework also gives institutions flexibility in deciding how to deliver the content.

Universities and other higher learning institutions can introduce stand-alone courses carrying academic credits, integrate financial literacy into existing subjects such as engineering, law and agriculture, or offer short learning programmes and micro-credentials.

This approach allows institutions to adapt financial education to their programmes while working towards a common set of competencies.

For example, students preparing to become entrepreneurs could learn to manage business cash flow and borrowing, while those entering formal employment could focus on budgeting, taxation, savings and loan repayments.

However, the guidelines’ impact will depend on how effectively institutions translate the framework into teaching, practical exercises and assessment.

The initiative is aligned with Tanzania Development Vision 2050 (Dira 2050) and the National Financial Inclusion Framework, linking higher education with the wider goal of improving financial capability and supporting sustainable livelihoods.
