TRA urged to prepare for Mangapwani port operations

Zanzibar. Finance Minister Khamis Mussa Omar has directed the Tanzania Revenue Authority (TRA) and the Zanzibar Ports Corporation to begin preparations for equipment, systems and personnel needed to operate the Mangapwani Integrated Port once construction is completed in 2028.

Mr Omar issued the directive during a visit to inspect progress on the strategic project and assess the readiness of institutions expected to provide services at the port.

He said the port would be able to accommodate large vessels and become an important centre for customs operations and government revenue through customs duties.

“Institutions responsible for providing services must coordinate their requirements to avoid a situation where the port is completed before essential operating equipment and systems are ready,” he said.

Mr Omar said TRA and the Zanzibar Ports Corporation should align their implementation schedules to ensure services begin promptly and port operations run efficiently.

He expressed satisfaction with progress on the project, saying construction had reached about 20 percent, in line with expectations for the period.

Zanzibar Ports Corporation director Akif Ali Khamis said the port was expected to strengthen trade and cargo transportation, contributing to economic growth in Zanzibar and Tanzania.

He said cooperation between the Union Government and the Zanzibar Revolutionary Government would be important in positioning the facility as a regional trade hub.

Mr Khamis identified cargo storage facilities, inspection equipment, including scanners, and TRA systems as key requirements for customs clearance and transshipment operations.

The port is expected to be completed in September 2028 and handed over to the Zanzibar Revolutionary Government. Its first phase will have capacity to handle between 250,000 and 300,000 containers annually, alongside 500,000 to one million tonnes of general, non-containerised cargo.

Mr Khamis said the facility could be expanded in subsequent phases through additional cargo storage areas and other infrastructure as demand grows.

He added that the port was expected to improve Zanzibar’s capacity to handle international trade, increase cargo-handling efficiency and create new investment opportunities.

Early preparations by the institutions responsible for port services, he said, would be essential to ensuring efficient operations and maximising the facility’s contribution to government revenue and economic growth.
