Dodoma faces 68 million-litre daily water deficit

Dodoma. Dodoma faces a daily water deficit of up to 68 million litres as population growth and urban expansion outpace investment in supply infrastructure.

The Dodoma Urban Water Supply and Sanitation Authority (Duwasa) produces 91 million litres a day against demand of 159.9 million litres, meeting about 57 percent of the city’s requirements.

Speaking to journalists in Dodoma on October 26, 2026, Duwasa official Aron Joseph said the shortfall had forced rationing in several neighbourhoods.

The capital’s demand has risen sharply since the Government relocated its administrative operations to the city. Before the relocation, demand stood at about 48 million litres daily, against production capacity of 61.5 million litres.

Residential expansion, government institutions, construction and commercial activities have since pushed consumption beyond available supply.

Duwasa projects that daily demand could reach 180 million litres by 2030, potentially widening the deficit without substantial investment in new sources.

Groundwater remains the main source, with Makutupora, particularly the Mzakwe area, producing about 61.5 million litres daily. Other sources, including Nzuguni, Viunguni, Nala, Kisasa and Vihumwa, contribute approximately 30.4 million litres.

Mr Joseph said the authority operates 72 boreholes, although their varying output complicates efforts to maintain a reliable supply.

Despite the shortfall, Duwasa has expanded its infrastructure over the past five years. Water-service coverage has increased from 64.7 percent to 81 percent, while annual production has risen from 19.3 billion to 33.5 billion litres.

The customer base has nearly doubled from 53,539 to about 100,000, while the distribution network has grown from 51 kilometres to 189 kilometres.

Non-revenue water has declined from 40 percent to 33.7 percent, partly reflecting efforts to reduce leakages and other losses.

However, Mr Joseph cautioned that service coverage does not mean demand is fully met, as households connected to the network may still experience rationing.

Wastewater management also remains a challenge. Duwasa’s 123.5-kilometre collection network serves only 14 of the city’s 41 wards, while treatment facilities have a combined capacity of about 8.9 million litres daily.

The authority plans to extend wastewater services to more than 16 additional wards and increase treatment capacity to 35 million litres daily.

Ongoing projects are expected to raise water production to at least 121 million litres daily. Longer-term plans include Farkwa Dam and a proposed water transfer from Lake Victoria.

Even at 121 million litres, however, production would remain below the projected daily demand of 180 million litres by 2030, highlighting the need for further investment to secure reliable supplies for households and businesses.
