Dar es Salaam. The presidential commission investigating violence and alleged breaches of the law during and after Tanzania’s October 2025 General Election has begun gathering information to identify those who planned, financed, coordinated or participated in the incidents.

Commission chairman Shaban Ally Lila, a retired Court of Appeal judge, said on September 27, 2026, that the commission had completed collecting evidence in all districts of Dar es Salaam Region and had moved to the next phase of its investigation.

“The commission has now begun collecting information in Dar es Salaam that will enable it to identify those responsible for planning, financing, coordinating or carrying out acts of violence during and after the October 2025 General Election,” he said.

Mr Lila said the commission had gathered sufficient information about the circumstances surrounding the incidents, conditions in affected areas and the force used to contain the violence.

The new phase will involve collecting information and supporting evidence from members of the public, government institutions and agencies, as well as private sector organisations.

Mr Lila said the response to the inquiry had been encouraging, with citizens continuing to come forward to give their accounts.

He thanked members of the public and government and private sector institutions for their cooperation, urging anyone with relevant information to assist the investigation.

The commission began its work on August 7, 2026, following recommendations by an earlier inquiry led by retired judge Joseph Chande, which investigated violence during and after the October 2025 General Election.

Its mandate includes identifying those responsible for the incidents and establishing their respective roles in planning, financing, coordinating or carrying out acts of violence.

The inquiry is also examining incidents linked to efforts to contain the violence, including reported deaths, injuries, missing persons and property damage.

Its terms of reference cover allegations of unusual deaths involving children and other vulnerable groups, shootings outside areas affected by violence, unlawful use of firearms and excessive use of force in breach of the law, procedures and guidelines.

The commission has said it will rely on direct evidence, documents and visits to affected areas to establish the circumstances surrounding the incidents. It has also pledged to uphold the right to be heard by giving people affected by information submitted to the inquiry an opportunity to present their accounts.

The six-member commission is chaired by Mr Lila. Its members include Petrus Tileinge Damaseb of Namibia, Barishaki Bonny Cheborion of Uganda, and retired Tanzanian judges Gad John Mjemmas, Awadh Mohamed Bawazir and Aishiel Nelson Sumari. Paul Kadushi serves as secretary.

The commission was given 150 days from its launch on August 7, 2026, to complete its investigations and submit a report.

Mr Lila said the press conference was intended to update the public on the commission’s progress and encourage media organisations to raise awareness of the need for citizens to provide relevant information.

He urged anyone with information relevant to the commission’s terms of reference to come forward and cooperate with the inquiry.
