Tanzania outlines fresh plans for Lake Tanganyika protection

Dar es Salaam. Tanzania has pledged to strengthen regional cooperation, tackle rising water levels and secure sustainable financing for conservation as it takes over the leadership of the Lake Tanganyika Authority (LTA) Conference of Ministers.

Minister of State in the Vice President’s Office (Union and Environment), Mr Hamad Masauni, outlined the commitments on October 30 during the 14th Ordinary Meeting of the Conference of Ministers of the LTA.

The country’s new leadership comes at a time when Lake Tanganyika faces several environmental and management challenges, including flooding, pollution, unsustainable fishing and pressure on its natural resources.

Mr Masauni said Tanzania recognised that the chairmanship carried responsibilities beyond the honour of leading the regional body, requiring collective commitment to protect the shared water resource.

“As we assume this chairmanship, we recognise that this leadership is not merely an honour but a major responsibility that calls on us to strengthen regional solidarity, promote joint action and ensure that Lake Tanganyika’s resources are sustainably managed and conserved for the benefit of present and future generations,” he said.

He assured member states that Tanzania would discharge the responsibility through accountability, transparency and inclusiveness, while maintaining close cooperation with development partners.

A key part of the country’s agenda will be completing the Strategic Action Plan for implementing the Convention on the Sustainable Management of Lake Tanganyika.

The plan will go hand in hand with initiatives to unlock opportunities in the blue economy, particularly through the sustainable use of the lake’s resources.

However, beyond long-term planning, rising water levels remain among the pressing challenges requiring attention.

Mr Masauni identified flooding, which has affected infrastructure and settlements around the lake, as an issue requiring research and a lasting solution.

He said Tanzania would prioritise studies to establish sustainable measures for addressing the problem, which affects communities across the four countries sharing the water body.

The efforts will also require better coordination among member states to ensure that decisions reached by the Conference of Ministers translate into practical interventions.

On environmental protection, the new leadership intends to strengthen joint measures against pollution, unsustainable fishing practices, land degradation and the misuse of natural resources.

Financing is another area Mr Masauni wants addressed, with the minister stressing the need for adequate and predictable resources to support conservation programmes.

He called on member states to fulfil their financial obligations, while supporting the establishment of long-term funding mechanisms.

The government also plans to strengthen partnerships with development partners to mobilise financial, technical and technological assistance for the authority’s programmes.

But the conservation agenda is not limited to protecting the lake’s ecosystem. Improving the livelihoods of communities that depend on its resources is also among the priorities.

According to Mr Masauni, Tanzania will support initiatives promoting sustainable fishing, improving sanitation services and creating economic opportunities for women and young people.

He stressed that the authority’s success should ultimately be judged by the difference its interventions make to the lake and the people living around it.

“The achievements of the Lake Tanganyika Authority will not be measured solely by the number of resolutions adopted, but by the tangible results achieved in protecting the lake and improving the livelihoods of our people,” he said.

While acknowledging progress made through water resource conservation and climate resilience initiatives, Mr Masauni maintained that more collective action was needed to sustain the gains.

He said protecting Lake Tanganyika could not be left to one country, given that its resources and environmental challenges were shared by Burundi, the Democratic Republic of Congo (DRC), Tanzania and Zambia.
